North Powder is located in the extremem south of Union County, nearly halfway between La Grande and Baker City.  A stage station was established at the site in 1862 as a result of the migration to the Powder River Mines.  The post office was established in 1866 to serve the growing community.

North Powder was incorporated in 1902.  At that time it had 12 business, three churches, a school and a newspaper.  There was once an ice plant that harvested 15000 tons of ice a year from a nearby artificial lake.  It burned down in 1937.
